Artificially Intelligent Robots: The Existence of Human Rights and Democracy Threatened?

Globalization is a process of relationship that integrates countries and societies around the world in various fields. Its presence as a necessity makes anyone hard to resist. Just like the term zoon politicon that Aristotle triggered, in the global context of a country can not live alone. Although not a democratic country, the effects of globalization are still felt.

Cooperation between countries in bilateral and multilateral forms continues. The United Nations (UN), the Organization of the Petroleum Exporting Countries (OPEC), and the Association of Southeast Asian Nations (ASEAN) are forms of international cooperation. Such cooperation is woven in various fields, such as technology, economics, social, culture, and security. The main purpose of course to meet the needs of each country.

Globalization is increasingly bringing about rapid changes. Such rapid changes have a positive and negative impact. If technological advances, cultural exchange programs, foreign investment, and so on are not taken care of, it will be a disaster for the country. More complex problems will emerge as a result of globalization. For example, technological advances create robots that resemble humans.

Late last month, a human-like robot artificially intelligent (AI) was unveiled in a program at Future Investment Initiative, Saudi Arabia. The robot named Sophia gave his first speech after obtaining Saudi Arabian citizenship. The summit that connected the Saudis to the inventors to shape the future was impressed by his intelligence to answer some of the host’s questions. Quoted from The Star (29/10), Sophia thanked Saudi Arabia and promised to help humans to live a better life.

Democracy in the era of globalization and digitalization has challenges and opportunities. From these challenges and opportunities, there are two things that are crucial in the future of democracy, namely human rights and state sovereignty.

Some countries in the world today are preparing themselves in the face of the impact of the creation of human robots. Especially for a democratic country, self-disclosure and human rights guaranteed to make it must be strategic in regulating the entry of the human robot. Because, sooner or later the work of technological sophistication will spread throughout the world.

Opportunities and Challenges of Democracy

The presence of robot artificially intelligent (AI) creates a new problem for the future of a democratic country that guarantees human rights. The main threat is clear, eroding human existence. The existence of human robots will certainly shift human jobs. In fact, jobs like lecturers, teachers, or other teachers at school will be replaced by robots.

As Prof. said. Dr. (H.C.) Dahlan Iskan while giving a seminar at Airlangga University (5/11), that China is currently designing human robots as a substitute for teachers in schools and colleges. The plan of the robot will be inaugurated and implemented in 2045. This information he got during a visit to China mid last year.

Do not want to miss, the beginning of last November in Turkey has been established factory Akin Robotics. The Akinsoft software company has also started mass production of human robots. Quoted from Xinhua-OANA (4/11), the robots will process what they hear, say, kiss and use the internet.

In 2009, AkinSoft has launched a robot lab and started modeling two years later. The modeling is done after a series of research and development activities. The capital issued by Akinsoft in producing robots is about 20 million Turkish lira (about Rp69, 4 billion). The goal, robots are used in shopping centers, theaters, airports, hospitals and even at home.

Increased unemployment will occur as the production of human robots in bulk. Human works will be replaced by more sophisticated and cheaper robots. In an industrial environment, workers will be replaced by robots. In the world of education, teachers will be replaced by robots. Even spouses can be replaced by robots. As is done by robot companies in Japan today, creating robots for life companions.

This phenomenon will undoubtedly threaten the stability of democracies that do not immediately prepare themselves. Unemployment, low purchasing power, community participation in the country gradually increasingly replaced by robots. In the context of human rights as a guarantee of democracy, the right to work, the right to receive wages, and other rights will be lost.

Simple analogy, when a person is exposed to layoffs because his job has been replaced by a human robot, his income will be decreased or lost. If no income, automatically unable to send their children to school. Although the government provides educational assistance, it can not close the needs of the community completely. And if people are unable to pay taxes, the government’s income automatically and government aid to education and social will also decline.

Human rights are in line with democracy. If in a democratic country many human rights violations occur, then the future of democracy in the country will gradually disappear or just procedural, not substantial. The presence of human robot as a life companion will also threaten human existence, and its right to form family. If human existence in a country increasingly eroded, then the sovereignty of the country will also be threatened.

Leaders of countries in the world, especially democracies today also face other problems. The emergence of massive human robots raises concerns about the stability of the country. Because if the created human robot is abused, then its impact is claimed to be more dangerous than nuclear.

Reporting from Dailymail (12/9), hacking robots in modern times is much easier than accessing devices such as smartphones and computers. Technology experts from Deakin University in Victoria Australia say hackers can hack into robots or robotic devices and have full control over connections, weapons, legs and other attached tools such as in some cases of knives or welding devices.

AI robot can be used for killing, ethnic cleansing, or war. The robot can be used to attack the country by distributing it first. Of course this is dangerous, especially to democratic countries that tend to be more open to international trade. Moreover, developing countries such as Indonesia with a high level of consumerism.

In addition, the robots are much easier to produce than nuclear weapons and the relatively low cost of production is expected to easily enter Indonesia and other developing countries. This AI robot will allow armed conflict to be fought on a larger scale than before, and at times faster than can be understood by humans.

Robot artificially intelligent (AI) may one day pose a threat to human existence. Although some opinions say the AI app is more useful to humans, but an uncontrolled AI robot can pose an uncontrollable threat to the people and territories of the country’s sovereignty.

Therefore, the Indonesian government should immediately conduct inter-agency meetings, open discussions, seminars, international consolidation and so on to prepare for the presence of human robots. Not to avoid technological sophistication, because it is a necessity.

On the contrary, to be used wisely and to preserve the future of democratic life in Indonesia. Although the existence of democracy is expected to live longer because there is no better alternative than that, but we do not want the future of democracy to deteriorate and merely procedural.
